Disadvantaged Family Support Program
CWLF has been providing services for disadvantaged families for many years. From our experiences, we discovered that unstable financial situation would directly affect children's education, health care and standard of living. Due to stress or lack of parenting skills, some parents may even put their children at risk of neglect or abuse. With #Vulnerable Family Strengthening Services and #Adversity Turnaround Services, we hope to assist these disadvantaged families in early stages. We provide children with various resources including food, clothes, living, education, health, etc. Moreover, through our professional accompaniment, we elevate caregivers' parenting skills and their capacities to deal with crisis so that their living situation can be flipped into a safe, stable and loving environment for children to thrive.

Child Protective Services and Trauma-Informed Care Services
Besides punishing the offenders, what else can we do to prevent child abuse? CWLF has been providing intervention services for many years. Over these years we have seen many parents affected by their own childhood traumatic experiences and then replicating the harm to their children. Through our #Family Intervention Services, we hope to lower the risks of child maltreatment and break the cycle of violence and adversity with respect and understanding. When the clients are forced to temporarily or permanently placed out of home, we construct a network of childminders, social workers and other partners to provide #Family-Based Care Services, giving infants and toddlers trauma-informed responses. Furthermore, we hope to create a #Trauma-Informed environment where people can realize, recognize and respond to trauma correctly and resist re-traumatization.

Child Empowerment and Educational Outreach Program
From our practices we discovered that children in disadvantaged families might not have opportunities to fulfill their potentials. Through #Little Steersman Talent Program, we cultivate children's talents and skills and let them have the opportunities to "choose" their future. Teenagers tend to have many concerns and anxieties, but they usually turn to their peers or people online for informal support. Through #Youth Helpline Service, we create a place with professional accompaniment for teenagers to release their emotions and get help to face their challenges.

Family Mediation Services
When a marriage breaks down, parents may not be able to make objective decisions for child arrangement due to their dispute and conflict. Only with a good resolution for parents to share the responsibilities of childcare and be their children's forever parents can children continue having the love from both sides. We have combined our #Supervised Visitation, #Family Mediation, child support and co-parenting services into community-based integrated services that help parents collaborate in parenting after separation and protect children from the tumult of parental divorce.

Rural School Support Program
Child Welfare League Foundation (CWLF) aims to respond to every aspect of children's needs and solve their issues via direct services. Upon seeing the rural-urban divide exacerbate, we launched our #Rural School Support Program in 2009. Collaborating with schools, we provide financial support and relief supply to ensure the survival of children in rural areas. Furthermore, with the cooperation among social workers, teachers and communities, we facilitate various activities to enhance these children's holistic development in learning, thinking, emotions, creativity and public awareness. Moreover, to attend to children's emotional and mental health, we began the first national children's helpline in 2002. Social workers and volunteers would take turns to accompany and listen to children's voice and worries, and solve the issues with them from their perspectives.

Parenting and Childcare Support Services
In addition to our family preservation services for children in adversity, we believe to elevate the overall child wellbeing, parents play a crucial role. Therefore, we proactively developed services for parenting and childcare. For instance, we set up #Parenting Helpline to accompany parents when they face challenges in marriage and childrearing. We also learned experiences from other countries and became the first organization in Asia to implement #Attachment & Biobehavioral Catch-up (ABC) infants and toddlers parenting program which helps families develop more nurturing and trusting parent-child relationships. Moreover, through our in-home #Childcare Supporting Services, parents can receive more support when caring for their children.

Childcare and Parent-Child Services
In addition to our family preservation services for children in adversity, we also noticed the needs of parenting support resources. Therefore, we started to run #Taipei City Child Care Resource Center in 1995, providing resources and support for parents, caregivers and childcare institutes. We also devote ourselves in creating parent-child services that have our characteristics. For instance, we undertake the running of government’s #Parent-Child Centers in metropolitan areas. Moreover, we created #Welcome to Our Comfort Zone Services to help parents and children find their common good in life via different parents/ parent-child courses. From our practices we discovered that families with children aged 0-3 years desperately need support and assistance, and it was also the critical moment to implement the third level child protection prevention services. Therefore, we adopt our successful modules from Parent-Child Centers and Comfort Zone in the creation of #Childcare+ Service, which aims to reach families in social housing and remote communities. We hope to share the childcare stress from the parents with less resources and elevate the quality of care their children receive.

Missing Children Searching
In September 1992, CWLF pioneered the Missing Children Searching Committee and Hotline, and built a network of members from the government, the media, private corporations and the general public to collaborate in its search and public education efforts.

Adoption Services
CWLF is the first legal professional adoption agency in Taiwan dedicating to preventing illegal adoptions and child trafficking.
