Parenting Empowerment Services for Parents of Infants and Toddlers

Background

Since its establishment, CWLF has expanded its services, including Adoption Services, Family in Adversity Services…etc.. We have witnessed of the many challenges that arise during child-rearing, particularly the quality of interaction between infants and their caregivers, which is crucial to the development of children’s mental health. Our Parenting Empowerment Services for Parents of Infants and Toddlers are delivered by social workers through home visits, guiding and accompanying parents in building nurturing and trusting parent-child relationships.

Children who have experienced adversity and trauma at an early age usually struggle with attachment and self-regulation. In 2020, we introduced the Attachment Biobehavioral Catch-up Intervention (known as ABC). Originating in the United States more than two decades ago and now implemented in nine countries, ABC has been shown through long-term research and case follow-up to strengthen attachment between caregivers and children, enhance children’s capacity to self-regulate physically, emotionally and behaviorally, and improve their cognitive learning abilities. We are the first organization in Asia to complete the training, achieve international certification and promote the ABC program. Guided by the Strengths Perspective, we are committed to supporting families with infants who have experienced trauma, helping them to cultivate nurturing, joyful, and responsive relationships.

What We Do

  • We provide weekly home-visiting services, with each visit lasting approximately one hour.
  • During parent-child interactions, social workers offer immediate feedback to reinforce positive behaviors, helping parents recognize and strengthen nurturing interactions.

Who We Serve

  • We provide services to families with children aged 6 months to 48 months old who are currently receiving our services.

* At present, this service is only available to existing case recipients; we are unable to accept external applications at this time.


Co-Parenting Education

Background

When parents are caught in the high-pressured process of divorce, the physical and emotional needs of minor children are often overlooked. Issues such as future living arrangements or emotional adjustment may not receive adequate attention, which can have profound effects on children. Parents are essential figures in a child’s life, and even if they no longer live together, maintaining the parent-child relationship is a right guaranteed and protected under children’s rights.

What We Do

What is co-parenting education?

Co-parenting education is designed to help divorced or divorcing parents recognize the difficult position children are placed in, and to better understand their emotions, feelings, and needs. Through co-parenting sessions, parent education consultations, and practical resources such as a co-parenting manual, we aim to strengthen parents’ willingness and ability to co-parent effectively. The program also seeks to reduce conflicts arising from emotional distress and communication barriers, which can affect children’s physical and emotional adjustment. Ultimately, the goal is to support parents in becoming friendly partners in raising their children.

  • We organize co-parenting education courses and support groups.
  • We facilitate both individual/joint co-parenting meetings.
  • We develop and publish co-parenting education manuals/materials.
  • We maintain the website for our Post-Separation Support Services.

  • Families who are in the process of separation or divorce, as well as those who are already divorced
  • Members of the public interested in divorce education

Parenting Hotline

Background

Since July 1st, 2025, the Parenting Hotline has transitioned its services to digital platforms.

To better align with parents’ communication habits and provide round-the-clock access to parenting consultation, the hotline service formerly staffed by social workers has been replaced with “Assistant Puffy.” Parents can now reach us through our official website, LINE, and Facebook Messenger to ask questions directly. Assistant Puffy offers 24/7 parenting information. For inquiries that require more in-depth information or direct discussion with social workers, Assistant Puffy will provide contact details for our local offices across Taiwan or invite parents to complete a request form. In such cases, our social workers will follow up during office hours.

Parent Education Program 

Background

“What should I do when my baby keeps crying instead of sleeping?”

“My baby is three-months-old now, what could I play with him/her?”

“How old can my baby eat baby food? How to make baby food?”

“My baby is starting to crawl now, what should I be aware of the living surrounding?”

Parenting often brings countless questions and challenges, especially for new parents. Caring for infants and young children is never an easy task. The Parent Education Program provides integrated resources for child-rearing by offering consultations, and child-rearing support services. Through one-on-one, in-home child-rearing education, we will demonstrate infant care and practice parenting skills alongside parents. The service also emphasizes responding to each baby’s unique needs and encourages open discussions to reduce parents’ stress and anxieties. By strengthening parenting knowledge and skills, we help parents gain the confidence to care for their children while also taking care of themselves.
