What We Do
Take a break while we babysit your child. Recharge and unwind with gentle yoga, respite café, and themed wellness activities for parents.
Learn and have fun in our courses designed to cultivate children’s development in these five areas: (1) physical motor skills, (2) language and communication, (3) social and emotional regulation, (4) self-care abilities, and (5) creative thinking and problem-solving. We also offer courses for children to enjoy art with sensory exploration and courses for parents and children to happily play together.
Practice sustainability in our agri-food and baking-themed summer camps.
Cultivate observation skills, empathy, and design thinking through our parent-child SDGs education programs.

Child-Rearing Support Community Service Center

Background
It takes practice for a child to learn how to walk and eat. The relationship building between children and parents also takes practice. A secure attachment forms the foundation of a healthy and nurturing parent-child relationship.
Since 2019, the Child Welfare League Foundation (CWLF) has adopted the Nurturing Care framework by UNICEF as the guiding principle for our service planning. Based on this model, we have established 10 Parenting+ Centers (Parenting Support Community Service Centers) across Taiwan. Through enhancing parents’ responsive caregiving skills, this program helps strengthen attachment and a sense of security between parents and children. This supportive relationship equips children with the resilience to face life’s challenges and allows parents to experience the joy of being present with their child.

What We Do
- Parent-child play space: We provide developmentally appropriate educational toys and games designed for children under the age of three. Caregivers are welcome to freely explore the space with their little ones and enjoy quality bonding time together.
- Responsive parenting courses: If you're looking to build stronger parent-child interactions and help your child grow through play, don’t miss our courses! Learn about responsive parenting, discover fun and practical strategies, and take home useful tips to support your child’s development.

Taipei Childcare Resources and Empowerment Center
Background
With shifts in social structure, small and nuclear families have become increasingly common. For many parents, balancing work and child-rearing remains a significant source of stress. In the past, there was no centralized agency offering comprehensive information and referral services related to childcare. Lacking adequate access to resources, parents often felt overwhelmed and helpless when facing childcare challenges.
In response to the needs of urban families, since 1995, the Child Welfare League Foundation (CWLF) has collaborated with the Taipei City Government to establish Taiwan’s first Child Welfare Service Center focused on childcare services. It was later renamed Taipei Childcare Resources and Empowerment Center in 2023. The center is dedicated to supporting parents, caregivers, childcare professionals, and service institutions by providing essential services, resources, and professional guidance.
What We Do
- Referral services for licensed childcare providers and institutions: We provide information on licensed home-based caregivers (babysitters), registered infant care centers, and preschools.
- Consultation and referral services for childcare and child welfare: We offer consultations on childcare and child welfare topics, including childcare policies, licensing exams, relevant events and workshops, as well as information on various regulations and government subsidies.
- Parenting and childcare awareness promotion: We actively promote positive parenting and childcare concepts through various outreach efforts. This includes maintaining a dedicated website and producing informative materials such as the Taipei Childcare Guide and the Childcare Collaboration Agreement, which are available to caregivers free of charge.
- Professional training for childcare providers: We organize in-service training programs tailored to the needs of licensed babysitters, registered infant care centers, home-based childcare service centers, and parent-child centers.
- Guidance and support for early childhood care institutions: We collaborate with experts and scholars to form advisory teams that provide professional guidance and support to institutions such as publicly funded and privately operated infant care centers, home-based childcare service centers, parent-child centers, and childcare-friendly centers.

Parent-Child Center

Background
In the hustle and bustle of the city, finding a safe and fun place for children to play isn’t always easy. Parents often worry about whether the place is safe enough, whether the equipment is age-appropriate, or whether their child will have someone to play with.
Play is essential to child development. To ensure that children aged 0 to 6 have a dedicated space to explore freely and parents can accompany them without worry, CWLF have been working with local governments to establish and operate parent-child centers.
In 2012, we collaborated with the Taipei City Government to establish the Songshan Parent-Child Center, Taiwan’s first dedicated play space for children aged 0 to 3. In 2014, we opened the Xinyi Parent-Child Center in the historic Sisinan Village, combining the local culture with a home-like atmosphere for families. In 2018, we partnered with the Yilan County Government to launch the Yilan Parent-Child Center, incorporating a spirit of innovation and hands-on learning.
