【Community Coalition and Empowerment Program】Supporting the Vietnam Story House for New Generation

In 2021, CWLF launched the Community Coalition and Empowerment Program, aiming not only to rebuild the bond between people and the land, but also to strengthen the ties within communities. The program creates a collaborative platform to support community-based organization (CBO) serving children and youth. By working with those closest to children, CWLF helps drive meaningful change and stands alongside CBOs as a partner and supporter on this journey.

Crossing Cultures, Creating New Opportunities

In 2017, Ms. Tao, a new resident (a term in Taiwan referring to immigrants who have settled in the country) from Vietnam, opened the Vietnam Story House on the first floor of her family’s guesthouse. Through picture books, classes, and cultural celebrations, she promoted the Vietnamese language and culture. Her goal was to help new resident families and their second-generation children better understand and embrace their heritage.

Many of the families she served were single-parent families. Some children struggled in school due to cultural differences, which often led to behavioral issues. Because of language barriers and limited resources, these families had little access to professional parenting or counseling support.

Meeting Needs through Diverse Support

Through the program, the Child Welfare League Foundation (CWLF) provided funding for courses on Vietnamese, culture, and festivals. Professional consultants also offered guidance on children’s emotional health, special needs care, and parenting strategies. These efforts ensured that the needs of new resident families and children would not go unseen.

CWLF recognizes that many CBOs lack the resources to sustain their work. By investing in professional staff, qualified teachers, counseling services, and diverse activities, CWLF brings much-needed support to rural areas.  We also connect CBOs to CWLF programs such as anti-bullying, emotional education, career exploration, and children’s rights camps, expanding their service capacity. Looking ahead, we aim to inspire more innovative strategies in child services and work with CBOs toward sustainable development goals.

Building Cultural Connections, Strengthening Identity

CWLF values holistic child development and the right of every child to grow. By fostering cultural identity and local connections, children build a stronger sense of self. Even when they move away, they can remain “away from home but never without home.”

Diverse courses also encourage children’s creativity and confidence. One CBO member shared:
“There was a boy who was seen as a troublemaker at school and at home. This semester, he joined our Youth Store program after class. He became more engaged than anyone else and even created new ice cream flavors at home, which became very popular. As a result, he gained recognition, and soon his confidence and self-discipline improved both at school and at home.”

Supporting CBOs to Reach Every Child

CWLF serves as a steady, behind-the-scenes force, helping organizations stabilize and care for more children in communities. We will continue to provide professional supervision, organizational capacity-building, and staffing support, ensuring that every child’s needs are met and that CBOs become reliable pillars of their communities.
