【Child Mental Health Program】Calling for 1,000 Compassionate Guardians to Help Children's Healing!

“In Taiwan, a young person takes their own life every 7 days.”

A survey by Child Welfare League Foundation (CWLF) found that more than 10% of students experience stress levels reaching a severe range. Among them, high school students (16%) reported nearly twice the level of stress compared with junior high students (8.2%). In addition, Ministry of Health and Welfare of Taiwan statistics show that “suicide” has risen to the second leading cause of death among youth aged 15–24, and Taiwan’s youth suicide rate has tripled over the past decade. Clearly, the proportion of young people struggling with emotional distress or mental health conditions continues to rise, making youth mental health a pressing concern that cannot be ignored.

To respond to this urgent issue, CWLF has long provided a free youth hotline. In recent years, we have also launched mental health services for youth and the Child Trauma and Resilience Service to provide psychological support for children and youth. Through home visits, ongoing companionship, resource coordination, and subsidies for medical expenses, we help children in deep emotional distress regain stability. Jiang, who enjoys painting, often portrays figures with scars and bandages—reflecting her own injuries and her way of seeking her mother's attention.

“Back then, I would overdose on pills and harm myself. Even now, I often fear falling back into that dark place...”

Jiang, a junior high student, lives with her mother in a cramped studio apartment. Her mother, overwhelmed by financial hardship, often turned to alcohol to cope with emotional storms.  Jiang has grown up witnessing her mother’s despair and the chaos that follows her drinking. As a result, constant worry and conflict have become a part of Jiang's everyday life. She often felt powerless, exhausted, and on the verge of tears.

Crushed by pressure, Jiang once picked up a razor and cut her wrist—her wounds becoming the only outlet for her emotions.

It wasn’t until a CWLF social worker visited their home that things began to change. Through regular visits and patient support, the social worker helped Jiang and her mother communicate and understand each other better. CWLF also provided living supplies and medical subsidies to stabilize their daily life. Noticing that painting brought comfort to Jiang, the social worker connected her with extracurricular learning resources, including an arts class subsidy, hoping these could provide a path toward healing. A year later, as Jiang’s condition gradually improved, both she and her mother began to see new hope and possibilities for their future.

How the Program Works

Primary Prevention

CWLF advocates for policy reforms and  raises awareness through school campaigns, educational materials, online courses, and social media initiatives to create a supportive environment for children’s mental health.

Secondary Counselling

We provide a free “Youth Hotline” to listen to children’s worries and hold their emotions. At our Youth Support Community Service Center, we also offer diverse activities, courses, and camps in welcoming spaces where social workers accompany and guide youth—building safe, supportive, and empowering environments.

Tertiary Intervention

Through mental health services for youth, CWLF offers regular home visits and guidance for adolescents struggling with emotional distress and their families. We help repair parent–child relationships and connect families with external resources in healthcare and education to stabilize children’s well-being and restore balance to their daily lives.

Meanwhile, our “Child Trauma and Resilience Center” provides multi-faceted trauma recovery services for children and caregivers who have experienced or witnessed domestic violence and other traumatic events. In a safe and trusting atmosphere, we accompany them step by step toward healing and rebuilding.
