
“Finding the Missing Piece” Intercountry Adoption Root Search Press Conference

To strengthen the public understanding of adoption root search and help the adoptees find their birth families, the Social and Family Affairs Administration, Ministry of Health and Welfare held an intercountry adoption root search press conference at the Mayor’s Residence Art Salon. Two adoptees were invited to share their experiences at the conference for the society to better understand their journey of searching for the birth family over the years. Meanwhile, with the media exposure it was hoped to increase the chance of successful search.
Deputy Director-General of the Social and Family Affairs Administration Ms. Chang said, “The government deeply understands that every adoptee wants to know where they are from, what their birth families look like, and how their parents and other families are doing. They have deep longing and needs for root-search. Therefore, in 2005 ‘Child and Juvenile Adoption Information Center’ was established to store information of the birth family, adopted children and adopters, and provide searching and reunion services. Meanwhile, in accordance with The Protection of Children and Youths Welfare and Rights Act, the searching service can be a cooperation of household registration, police, other government agencies and civil society organizations. Together they can help adopted children understand their history. Since the establishment, the Adoption Information Center has helped 78 adopted children reunite with their birth families. Still, there are some cases still in searching process due to lack of information and require everybody’s assistance.”
Ms. Chang also indicated that the Adoption Information Center has been contracted to Child Welfare League Foundation for many years. The searching and reunion services have been a joint effort of the government and NGO. People appeared in this searching video are all adoptees of intercountry adoption. With the power of media, it is hoped to gain more leads of information to enhance the chance of finding these adoptees’ birth families and realize their dreams.
Ms. Chang also mentioned that it is stated in the Convention on the Rights of the Child that children have the right to know their parents. In this video, we can see the yearning of adoptees to know their history. On the other hand, it is also hoped for the society to have more acceptance of the birth parents, understand their situations and their feelings when they had to separate with their children, so that they can also have the courage to begin their reunion journey.
