Missing Children
Search |

Missing children has long been a social problem
in Taiwan. Children become missing due to kidnappings, child
trafficking and most recently the increasing rates of teens
running away from home.
In response to a growing need for a coordinated
search effort for missing and abducted children, CWLF pioneered
the Missing Children Search Committee as well as the Missing
Children Hotline in September of 1992.
CWLF also:
- created and coordinates a network consisting of
governmental authorities, police officers, members
of the media, private companies and the general public
to collaborate in CWLF’s missing children search efforts.
- runs the Missing Children Data Resource Center in Taiwan
in collaboration with the Taiwan Provincial Government,
a central database system for tracking and compiling
all information related to the files of missing children.
- incorporates
a preventative approach by promoting the safety and protection
of children by educating both parents and children on
how to stay safe and be aware of potentially dangerous
situations.

Adoption Services |

CWLF, the first legal professional adoption
agency in Taiwan, has been providing adoption services since
1992. In addition to helping parents who wish to adopt children,
adoption services aim to stop the illegal adoption and trafficking
of children through the black market.
CWLF also works closely with adoptive parents by providing
services such as counseling, home visits, parenting groups
and follow-up supportive services.

Adoptee Services |

Commissioned by the local government, CWLF works
to serve the best interest of adoptees while also working
with birth families that feel they can no longer adequately
raise their children. Working to reduce the risk of child
abandonment, CWLF lets parents know what their options are
and where to go for help by providing resources and support
to families at risk.
CWLF works with birth families by providing services such
as counseling, consultations, referrals while helping parents
make the best decision for their child, including foster
care or adoptive placements.
CWLF is concerned with helping the adoptee find a home or
family that can provide a loving, nurturing and safe environment.
Social workers use play therapy and other methods to work
with the children.

Abandoned Children
Protection Services |

While CWLF is working to directly prevent child
abandonment through national campaigns reaching out to families
at risk and providing support to families in need, CWLF has
also been a major advocate for a greater protective system
for children who are abandoned.
CWLF’s efforts were rewarded when the Abandoned Children
Protection Services was commissioned by the local government
in 1993. CWLF coordinates a protective network for children
who are abandoned, and provides services to abandoned children
such as counseling, therapy, referrals and foster care, adoptive
or other types of placements.

CWLF’s research findings from
1999 demonstrate that nowadays children are facing increasing
stress and pressure in their daily lives, and that more
than 50% of them tend to keep this a secret. Children may
be scared to talk to the parents, friends or family members,
especially when dealing with personal problems or issues
of abuse. The Children’s Hotline is therefore an outlet
for children to call in and share their thoughts and feelings
freely and safely.
As CWLF has worked hard on promoting the well-being and
mental health of children, we want to make sure our children
are not too scared and do not have barriers to seeking help.
With the assistance of professional social workers and volunteers,
the children’s hotline service is convenient and easily accessible
to children and at the same time attends to children’s mental,
emotional and physical health. As a tool of empowerment,
the hotline is a venue for children to know their voices
are important and should be heard.

Children's
Individual Play Therapy |

Children and youth often do not have the full
ability or prefer not to express themselves verbally. Therefore
trained social workers use play therapy which involves playing,
art projects, and games, as a means to communicate and engage
children and youth. In this way, children can express opinions,
feelings, behaviors and thoughts easily and naturally. As
an intervention, therapists practice play therapy as a means
of encouraging the development of children while helping
children to have a positive and healthy attitude toward life.

Children's
Group Therapy |

Group
therapy is another ideal form of therapy for children and
youth. It provides strong motivation for children and youth
to develop their social abilities as they can observe one
and another and practice learned skills together. In addition,
children have the added benefit of gaining support from their
peers whom they connect to through sharing similar life experiences.
Therefore, CWLF conducts two groups regularly: the Children's
Group for Social Ability Development and the Group for Children
in Divorced Families.

Child Care
Information Line & Website |

The
Taipei Municipal City Government commissioned CWLF to provide
information on registered and licensed daycare centers and
trained childcare providers as well as other childcare related
resources to the general public. CWLF runs an Information
Line and website which provides up-to-date information to
inquirers regarding childcare options as well as guidelines
on how to choose and contract with an appropriate daycare
center or childcare provider.
